Check whether Apache hit MaxRequestWorkers

root@server
grep -i "MaxRequestWorkers" /var/log/apache2/error.log* | tail -20

Searches the current and the most recently rotated error log for the message server reached MaxRequestWorkers setting. If it shows up, all workers were busy at times and new visitors had to wait. Then it is worth looking at slow PHP scripts, bots, or raising the limit in the MPM configuration under /etc/apache2/mods-available/.

Note: grep does not cover older gzipped logs (.gz), use zgrep for those.
